We discussed this issue a few times in the past. I remember taking an [erroneous] approach.. and Jim Allen was kind enough to help me correct my thinking. If, when the ball is played to a team mate in an offside position, there is no infraction of Law-11 .... as of yet. Players do have the right to be in offside positions. However, if the offside team mate violates Law-11, then the handling (or fouls) is totally immaterial... the offside flag goes up. If, on the other hand, the offside team mate has not violated Law-11, then the handling should be penalized (unless advantage to an onside team mate - ie the handled ball got deflected) is realized. This is one of the difficult play cases in Law-11; only 100% CONCENTRATION by AR can lead to the better decision. david albany not an instructor... of course!
