I fail to see which ethic Mr. Albany's statement has violated, expecially when delivered in a forum meant for fellow referees. I, for one, was not aware that the assessment program was so bad. Most seem to agree that it is, but disagree on degrees. I would assume that ANY National Referee is capable of handling amateur and youth games without question. Is it true that some aren't? That would seriously undermine my belief that I will earn my upgrade when I try for it next year. I've often called the USSF a bumbling institution. BUT I'm proud to be a Referee.
