What Law is the Referee enforcing here? This is a misapplication of the
Letter and more importantly the Spirit of the Law.

Why would the player sit? This is an _error_ in fact and unless
the Referee mispresents his report the committee should set it
aside. The Law _clearly_ says a player may be sent off for
denying the _opposing_ team an goal or OGSO.
