Another feller gave me the link to the Indiana State Referee Committee's website. Under the requirements for upgrade from a Grade 8 to a Grade 7 it reads:

Assessments: 1 as Referee (pass or fail) (U-19 or higher)

So one can fail their assessment, and still be promoted?
