means that they have been checked in and are ok to play. my local ayso Area does this for area playoffs. I played in a o40 tournament last year in santa barbara and they did the same thing. I think that a lot of local youth tournaments do this. once someone's id has been verified then they get the tag and for subsequent games they onlly have to do a safety check.
