It's well known that tournament rules which do not allow added time are
open to abuse and can cause injustice unless the ref is willing to be
abusive themself. (And it's not FIFA legal.)
The other thing going on here is an apparently bizarre rule (maybe its
just standard HS/NCAA) about an unlimited substitution opportunity if the
injured player is substituted out, yet none between the end of the game
and KFTM. (Is it correct that wholesale substitution can occur at other\
types of stoppages? If so, wouldn't both teams put their 11 best on the
field?) In my youth organization, we allow unlimited numbers of
substitutes only at quarters, and we insist everyone participates in KFTM
- which is only logical.
