One of the things I used to do when I coached a U-12 team was put restrictions on the number of touches each player could have. At a difference of 4-0 we now play 3 touch. At 5 or more two touch may be in order. Another tactic I would use to keep the game moving and not insult the visitors was to mandate that nobody could score until Billy scored. (and Billy had not scored in 3 years!) Billy received more passes in the slot than he had in all 3 years together.

Billy scored twice that day. He is in college now and still smiles when we meet, and his parents still thank me for giving him that opportunity.

Another thing the coach could do is insist that his player score off headers only or direct crosses. This gets the team working on something they can use in the future against a better team and keeps the defense going somewhat as well.

Of course all of these are coaching decisions, not Ref decisions but a suggestion to the coach MIGHT work, especially in a Rec game.
