maybe I wasn't clear. the 'spot foul' that bangs the aggrieved party into
the PA is for me a kick at the spot that the foul occured. a trip at the 22
that ends up with attacker rolling into the area is also a kick at the spot
of the foul. for a CONTINUING foul, e.g. holding a shirt for 10 yards, the
kick is from wherever the player is when I decide to blow the whistle.
