Per the USSF Guide to Procedures, for a throw-in on the AR's end of the
touch line, the AR's duty is "Supervises throw-in elements per pre-game
conference." You did discuss throw-ins during your pre-game, didn't
you? :)
Absent a pre-game discussion of this, IMHO, this is a joint
responsibility. If the player doesn't see/ignores your pointing to the
area for the throw-in, then you need to get verbal. "Six, back here,
back here." If the referee is looking right at it and apparently knows
the spot, then let the referee deal with it, as (s)he sees fit. If not
and the player has ignored the directions about location you've given
physically and verbally, then you should flag it for a foul throw. It
would also be very handy if the AR understands the concept of trifling,
for this game, in the same way that the referee does. YMMV.

Subject: AR Responsibility/Authority
During an assessment the other day, the assessor suggested that as AR I
ought to make sure that the throw-in comes from the right spot on the
touch line. I usually point to the spot where the player should take the
throw-in when a ball is kicked far from touch and the player is bringing
the ball back to play. If the player ignores my direction and takes the
throw-in some 5-10 yards from where I point, should the AR flag this as
a bad throw-in or is it really only the CR's responsibility for calling
the play back?
